The numbering format is what Sanction II uses to increment items as they are added to the case.
The format is the number of digits each item should have in its Item ID.
For example, if the number format is "0" then all items will look like the following:
ITEM1
ITEM2
....
ITEM9
ITEM10
If the ID number format is "0000" then all items will look like the following:
ITEM0001
ITEM0002
....
ITEM0009
ITEM0010
