In order for Sanction II to properly create a searchable transcript item, the original ASCII text file MUST follow certain rules. The rules are as follows:
* All pages must be numbered once without a header or footer in front of the number.
* All pages must have line numbers for every line. Un-numbered lines will not be displayed in Sanction II.
* Line numbers must be consistent throughout the transcript, i.e. if there are 25 lines per page then there must be exactly lines 1-25 per page.
